That is an understandable statement to say, backed with much evidence of misuse in the government. Money in the military is sometimes used on useless things that just cost an incredible amount, but serve no practical use. The budget needs to cut back in certain areas such as buying new weapons and researching new weapon technologies. The current military budget is approximately $291 billion dollars and that is not even enough to satisfy what the military requests, which is $305 billion dollars(http://www.clw.org/pub/clw/ef/dodbud01.html). The fact that the new President is increasing the military budget, by some 3 billion dollars and more to come later in his presidency, is almost shocking(CNN News). The military does not need more money, as much as they need to reallocate the money they are currently spending. For instance plans are being drawn up to update out dated weapons with new technologically superior ones. These include buying close to 1,200 RAH-66 Comanche attack helicopters at a cost of $48 billion and 339 F-22s at a cost of $63.8 billion (the stealth technology that makes these planes so expensive will be out of date in a few years)( http://www.clw.org/pub/clw/ef/behindnumbers/d10t12.html). A self-propelled howitzer, the Crusader, is being developed at a cost of $13 billion and when development is complete the army plans to purchase 440 of them at an unknown price(http://www.clw.org/pub/clw/ef/behindnumbers/d10t12.html). The president has requested $4.377 billion for fiscal year 2001 for the CVN-77 Nimitz class carrier, being the eighth one in our Navys fleet(http://www.clw.org/pub/clw/ef/behindnumbers/d10t12.html). To add to the carriers construction, a small fleet has to be built to protect it, the ships included are several cruisers and destroyer s and often an attack submarine, plus other refueling and maintenance ships. We currently have the most powerful military force in the world with the most technologically advanced weaponry. So why are we spending even more money to improve our forces? Most of its politics, adding to the pork they say in Washington. Pork is a term in which military projects are assigned to private weapon developers so that they will create many jobs in the surrounding communities. In turn those weapon developers contribute vast amounts of money to the political campaigns of the congress people who voted for bills that would give contracts to them. If the Military would cut back in unnecessary usage of the budget, that extra money can be spent elsewhere, in places that will benefit the taxpayer. This money could be put into social programs such as social security, education, and health care. The defense industrys defense is that many jobs would be lost if such massive contracts werent around. But t he truth is if the money were to be reinvested in education and health care those jobs wouldnt be lost, but instead recreated in other more important and more productive fields. Another reason for the cut in the militarys budget is to promote peace and not war. Currently billions of dollars are spent on weapons of destruction. How does this promote peace? It only provokes it. True our nations superior militaristic capabilities deter some countries from attacking, with the fear of not standing a chance against us. And so this brings peace, but what sort of peace is this. Resentment grows in countries that have no chance in battle with the USA. This sort of peace is what I call instilling sheer fear in our enemies. This creates resentment, fueling radicals that can do damage to our country in non-orthodox ways, such as terrorist acts. What our country should do is spend more time on the diplomatic tables, preventing wars from happening in the first place and not just stepping in once they happen. The congresspersons are just wasting our countrys money in order to receive contributions and votes. For what they cannot get extra funds from congress the military takes away from areas that already lack resources. This being the readiness of our forces, meaning the training of our troops, giving them a good salary, providing them with adequate housing, and most importantly keeping them well supplied incase of an emergency. Congress officials drive to get more money for the budget saying that there isnt enough money to improve the readiness of our country. When they get that extra funding they quick ly set most of it aside to build more weapons. They are not thinking of the future prospects, just immediate goals that would gratify them. My final reason for cutting back on the military budget is that all the new planes, helicopters, submarines, and carriers are not needed since we are already superior to every nation on the planet. Why put so much money into weapons development and production when what we currently have at our disposal is much more superior that what our enemies have and even our allies. In fact we put so much money into our military budged that we close to double the combined budgets of our allies, and more then eight times that which all our enemies have combined. What is the reason for having such a large budget when everyone else combined doesnt even contend with ours? Also, currently the United States is prepared to fight two wars almost simultaneously from two different sides. This has been a long standing policy that is out of date. There is no point in that either since future wars will most likely be fought elsewhere and not on our own soil with the latest technological weaponry. The possibi lity that a superpower will rise and compete with us is small, if it does occur it would take another two decades for a country to catch up to us, a country that is well developed already. To conclude, cutting the militarys budget and reallocating current resources needs to be done so that our countrys military doesnt become overwhelmingly corrupt. With that money education, social security, and health care could receive extra funding. With a smaller budget, that focused less on weapons development, we would be promoting peace and not war thorough out the world. Also the way the budgets funds are handled are profoundly misused in the wrong areas, cutting back on areas that do need the resources. And finally our military is already the best so it does not need to put so much into increasing its militaristic power because there is no one who can oppose us. The 1932 March of the Veterans Bonus Army The Bonus Army was the name applied a group over 17,000 U.S. World War I veterans who marched on Washington, D.C. during the summer of 1932 demanding immediate cash payment of the service bonuses promised to them by Congress eight years earlier. Why the Bonus Army Marched Most of the veterans who marched on the Capitol in 1932 had been out of work since the Great Depression began in 1929. They needed money, and the World War Adjusted Compensation Act of 1924 had promised to give them some, but not until 1945 a full 27 years after the end of the war they had fought in. The World War Adjusted Compensation Act, passed by Congress as sort of a 20-year insurance policy, awarded all qualified veterans a redeemable â€Å"Adjusted Service Certificate† worth an amount equal to 125% of his wartime service credit. Each veteran was to be paid $1.25 for each day they had served overseas and $1.00 for each day they served in the United States during the war. The catch was that the veterans were not allowed to redeem the certificates until their individual birthdays in 1945. On May 15, 1924, President Calvin Coolidge had, in fact, vetoed the bill providing for the bonuses stating, â€Å"Patriotism, bought and paid for, is not patriotism.† Congress, however, overrode his veto a few days later. While the veterans might have been happy to wait for their bonuses when the Adjusted Compensation Act passed in 1924, the Great Depression came along five years later and by 1932 they had immediate needs for the money, like feeding themselves and their families. The Bonus Army Veterans Occupy D.C. The Bonus March actually began in May 1932 as some 15,000 veterans assembled in makeshift camps scattered around Washington, D.C. where they planned to demand and wait for the immediate payment of their bonuses.   The first and largest of the veterans’ camps, dubbed â€Å"Hooverville,† in as a backhanded tribute to President Herbert Hoover, was located on Anacostia Flats, a swampy bog directly across the Anacostia River from the Capitol Building and the White House. Hooverville housed about 10,000 veterans and their families in ramshackle shelters built from old lumber, packing boxes, and scrapped tin  from a nearby junk pile. Including the veterans, their families, and other supporters, the crowd of protesters eventually grew to nearly 45,000 people. Veterans, along with the assistance of the D.C. Police, maintained order in the camps, built military-style sanitation facilities, and held orderly daily protest parades. The D.C. Police Attack the Veterans On June 15, 1932, the US House of Representatives passed the Wright Patman Bonus Bill to move up the payment date of the veterans’ bonuses. However, the Senate defeated the bill on June 17. In protest to the Senate’s action, the Bonus Army veterans marched down Pennsylvania Avenue to the Capitol Building. The D.C. police reacted violently, resulting in the deaths of two veterans and two police officers. The U.S. Army Attacks the Veterans On the morning of July 28, 1932, President Hoover, in his capacity as Commander in Chief of the military, ordered his Secretary of War Patrick J. Hurley to clear the Bonus Army camps and disperse the protesters. At 4:45 p.m., U.S. Army infantry and cavalry regiments under the command of General Douglas MacArthur, supported by six M1917 light tanks commanded by Maj. George S. Patton, assembled on Pennsylvania Avenue to carry out President Hoover’s orders.   With sabers, fixed bayonets, tear gas, and a mounted machine gun, the infantry and the cavalry charged the veterans, forcibly evicting them and their families from the smaller camps on the Capitol Building side of the Anacostia River. When the veterans retreated back across the river to the Hooverville camp, President Hoover ordered the troops to stand down until the next day. MacArthur, however, claiming the Bonus Marchers were attempting to overthrow the U.S. government, ignored Hoover’s order and immediately launched a second charge. By the end of the day, 55 veterans had been injured and 135 arrested. The Aftermath of the Bonus Army Protest In the 1932 presidential election, Franklin D. Roosevelt defeated Hoover by a landslide vote. While Hoover’s militaristic treatment of the Bonus Army veterans may have contributed to his defeat, Roosevelt had also opposed the veterans’ demands during the 1932 campaign. However, when the veterans held a similar protest in May 1933, he provided them with meals and a secure campsite. To address the veterans’ need for jobs, Roosevelt issued an executive order allowing 25,000 veterans to work in the New Deal program’s Civilian Conservation Corps (CCC) without meeting the CCC’s age and marital status requirements. On January 22, 1936, both houses of Congress passed the Adjusted Compensation Payment Act in 1936, appropriating $2 billion for the immediate payment of all World War I veterans’ bonuses. On January 27, President Roosevelt vetoed the bill, but Congress immediately voted to override the veto. Almost four years after they had been driven from Washington by Gen. MacArthur, the Bonus Army veterans finally prevailed. Ultimately, the events of the Bonus Army veterans’ march on Washington contributed to the enactment in 1944 of the GI Bill, which has since assisted thousands of veterans make the often difficult transition to civilian life and in some small way pay back the debt owed to those who risk their lives for their country.

CHAPTER ONE: FEMME FATALE AND VICTORIAN SOCIETY 1Victorian Period – Overall information The period 1837-1901 is named Victorian after Queen Victoria who ruled English country that time. It was a time of a big change when English Victorian Society was divided into three main classes: upper, middle and lower which was also called working class. Each class is characterized by various occupations, ways of life and etiquette. The upper class consisted of the nobility, such as dukes, earls, and viscounts. They were often related to the royal families of Britain and Europe, and their society was distinct and separate to the other two classes certain expectations had to be met by everybody. Most of these aristocrats did not have a profession, as their families had sufficient funds to live in affluence. However, many were captains of industry, especially mining or ship building. The middle class consisted of rich families who were respectable, but lacked a title, and often had skilled professions, such as a doctor, or a teacher. At the beginning of the Victorian times, they were a small proportion of the population. However, the effects of the Industrial Revolution meant that more people could be defined as middle class, because of improvements in education and more opportunities of leveling from the lower class to upper one. The lower class (working class) were made up of the rural and urban poor, who had often low skilled, dangerous, dirty and boring jobs (often all four) that they had to take because of the lack of education. A handful could actually be defined as lower middle class, but because they often lived in terraced housing areas, they were defined as working class. There was also a class below the working class paupers. They lived in extreme poverty, often because of old age, unemployment, illness or strained resources. Sally Mitchel in her book clearly points out that Most working people earned just enough to stay alive, and could be thrown into poverty by illness, layoffs, or a sudden misfortune such as a factory fire that caused even short-term unemployment. People in unskilled and semiskilled jobs generally needed additional income from several members of the family. (Mitchel 19) Etiquette was one of the most significant thing that time. Education of the woman would not be completed without teaching rules of proper behavior. Not only women but also men had to obey this set of rules during many daily activities even the simplest one. What kind of jewelry as well as when and where one should wear, who to walk with, who to dance with, how and when to speak to a stranger, were all very critical knowledge. For men, there were rules about bowing, where to sit and next to whom, even about the circumstances in which it was appropriate or not to smoke or drink in front of ladies. Running a house without servants was almost impossible. The number of servants one could afford was a sign of one’s wealth. The bigger house, the more servants were hired. They were usually divided into two groups: indoor (butler, housekeeper, maids) and outdoor: (coachman, groom, a gardener). Being a servant wasn’t well-paid job but thanks to tips, a servant could earn extra money. Next, very significant thing which was obligatory mainly in upper class society was dance. It was the essence of every ball which was one of the greatest entertainment that time in English society. Balls were organized on many occasions and created opportunity to know noble men and women from upper class. In Victorian Britain the ideology of separate private sphere to the woman and sphere of business and politics to the man was clearly marked. The home was regarded as a haven from the busy and chaotic public world of politics and business, and from the harsh life of the factory. In Victorian times, you could travel one of three ways: by train, by horse, or by foot. The most common means of transportation was by far the horse. It was used by rich and poor. The rich owned fancy coaches that had every accessory one could ever need for living on the road, and the poor would go about town on the cheap omnibuses that carried twenty people at a time. 2Femme Fatale The term femme fatale comes from French and it states mainly in the opposition to another popular image of a Victorian woman called Angel in the House. ‘Femme Fatale is a woman who is sexually attractive but cruel and dangerous to men who have a relationship with her’ (Macmillan Dictionary, Femme Fatale definition). There were many famous female characters in the history who suit very well to this image even before the term Femme Fatale has been created. To the most famous examples belong: The femme fatale has always been a well-known archetype in literature, art and movies. The tradition of the femme fatale is long and versatile and can be traced back as far as ancient Egypt, with its iconic Cleopatra. Especially in the fine arts, the femme fatale has been portrayed in many metaphorical ways: as a vampire, nymph, fallen angel or sorceress. She flourished in the 1940’s century film noir, where the combination of aggressiveness and sensuality in women was a central topic (Place, 1998: 57). We can find many examples not only in written form but also in movies, where tempting and lethal women can be found as well: Sharon Stone in BASIC INSTINCT (1992), the Bond Girls or Renee Zellweger and Catherine Zeta-Jones in CHICAGO (2002) were all very seductive, but dangerous. Hence, based on van Dijkstra’s extensive historiography, the femme fatale can be defined as a woman who is mysteriously seductive and uses this quality to outsmart men. Her resistance against male domination exists of beauty, charm and sexual allure: she tempts the male target and drives him crazy by denying him her affection. (1986, 237) To summarize: key aspects of the femme fatale are mystery, beauty, seduction and, most importantly, danger. The most conventional image of the perfect Victorian woman who states in opposition to Femme Fatale woman can be found in the title of a long poem written by Coventry Patmore: The Angel in the House. The pure woman’s life was supposed to be entirely centered on the home. She preserved the higher moral values, guarded her husband’s conscience, guided her children’s training, and helped regenerate society through her daily display of Christianity in action. If she successfully made the home a place of perfect peace, her husband and sons would not want to leave it for an evening’s (morally suspect) entertainment elsewhere. (Mitchell 266) 3 William Makepeace Thackeray – Vanity Fair William Makepeace Thackeray was born in Calcutta, India, in 1811. He was son of Richmond Thackeray, an Indian Civil Servant, and his wife Anne. Just a few years later his father died, his mother remarried, and the shy and young William was sent to England where he would deal with the harsh realities of isolation at Charterhouse, a private school in London. He then went on to attend Trinity College, Cambridge. Thackeray abandoned his studies without taking a degree, having lost some of his inheritance of twenty thousand pounds through gambling. During 1831-33 Thackeray studied law at the Middle Temple, London, but had little enthusiasm to continue his studies. Soon after He went to Paris to unsuccessfully try his hand at painting. It was in Paris that he met and married Isabella Shawe (1816–1893) in 1836, with whom he would have two surviving daughters, Anne Isabella and Harriet Marian. Back in England he suffered massive financial losses, which is why he had to start writing articles, reviews, essays and sketches as a journalist. Travel articles about France such as his Paris Sketch Book (1840) and The Yellowplush Correspondence (1841) were among his first efforts appearing in various magazines and journals including Frasers, Punch, and The Times. He also illustrated many of his own works. After the birth of Harriet, Isabella started on what was to be, until her death, numerous bouts of depression, an extensive search for a cure, and ultimately a slow spiral to insanity. She would live apart from William, rarely seeing him or her daughters. Thackeray remained close to his daughters all his life. Anne was his secretary for a while and they both lived with him at his house in London before marrying. The disintegration of his marriage however would have a profound effect on his life and was reflected in the characters of his novels, including the loveless marriage between Rachel and Frank Castlewood in The History of Henry Esmond, Esq. (1852) and its sequel The Virginians (1857). Haunting the Literary Clubs of London including the Garrick Club, Thackeray also travelled the Mediterranean, A Journey from Cornhill to Grand Cairo (1846) the result. Book of Snobs (1848) and Vanity Fair (1848) followed soon after, but it was not until The History of Pendennis (1850), his semi-autobiographical novel that Thackerays success as a humorist was confirmed. He then embarked on a series of lectures published as English Humorists of the Eighteenth Century (1851) and Four Georges (1860), based on the Hanoverian Kings, from his tours of the United States in 1852-53 and 1855-56. In 1860 Thackeray became editor of the monthly literary journal Cornhill Magazine, but died suddenly three years later, in 1863, at the age of fifty two. He lies buried beside his mother in the Victorian Garden cemetery Kensal Green in London, England. Charles Dickens wrote a glowing tribute to him in Cornhill Magazine. William Thackeray is mostly known for his great novel â€Å"Vanity Fair†. The novel was written in 1848. The book brought Thackeray prosperity and made him an established author and popular lecturer in Europe and in the United States. Vanity Fair with its second title A Novel without a Hero is a novel published in 1847–48, satirizing society in early 19th-century Britain. The books title comes from John Bunyans allegorical story The Pilgrims Progress, first published in 1678 and still widely read at the time of Thackerays novel. Vanity Fair refers to a stop along the pilgrims progress: a never-ending fair held in a town called Vanity, which is meant to represent mans sinful attachment to worldly things. The novel is now considered a classic, and has inspired several film adaptations, the most recent being the 2004 film starring Reese Witherspoon. By then the family’s financial situation had grown dire, as John Dickens had a dangerous habit of living beyond the family’s means. Eventually, John was sent to prison for debt in 1824, when Charles was just 12 years old. In 1860 Dickens started to publish short stories for the weekly magazine â€Å"All The Year Round†. The Relationship between Divisive Primaries and General Election Outcomes Patrick Kenney and Tom Rice’s article explores the effect of primary elections on the general presidential elections. Kenney and Rice attempt to determine whether supporters of losing primary candidates refrain from voting for their party in the general election. In order to better understand this concept of divisive primaries, it is imperative to know its definition. Webster defines divisive as: Creating, or tending to create, division, separation, or difference. The political culture, so to speak, has been modified by the structure of the presidential race at present. With Barack Obama and Hillary Clinton running for office, their presence in the race for presidency influences the society’s view on race and gender. If Obama or Clinton wins, they would represent the first black or female president, respectively, in the history of the United States. The media has been successful in reiterating the issue of race and gender, as societal concerns have been magnified in newspaper articles and news reports published all over the country. We all know the long struggles that the black and the female populations have been experiencing since time in memorial. It all started with slavery on the part of the African American community, and the inequalities regarding the status of the female population. Ever since, these two primary groups of society have been fighting back, claiming an equal place in society, lobbying for societal considerations regarding the acknowledgement of human rights and equality in all aspects. Looking back, culture has been the root of all these inequalities and injustices brought upon â€Å"minority† groups such as the black and female population, and even homosexuals, indigenous tribes, etc. Ethnocentrism and patriarchy are the prevailing beliefs that ushers inequality and injustice. The growing changes in society are changing the trend in society’s view of race and gender. With education, members of the black population now hold important roles in society such as in politics and business, and so as women. Women have taken part in the corporate world, and have contributed a great deal in all fields of societal concerns with them being members of the senate or cause-oriented organizations. Although, racism and gender inequality is still present in society, the prevalence of multiculturalism and the acknowledgement of females is slowly changing society’s take on these issues. Obama and Clinton are strengthening the views on race and gender issues, simply because they are able to reach the point of holding an important place where people depend their future on. The people, especially democrats, look to the two party candidates, and weigh their importance in battling the Republican-Democratic race to the presidential seat. Suddenly, their views become important. Suddenly, their concerns are being heard. Suddenly, all the issues about being black or female are interest over society. There are two sides of the story, however. As race and gender consciousness elevates with the presence of Obama and Clinton in the media, people who hold traditional views are also voicing out their opinions about the issue. Perhaps, the world will not run out of people who believe in ethnocentrism and patriarchy, and the world will not run out of people who believe in race and gender equality. Since the side of ethnocentrism and patriarchy has been ringing all over the world for centuries, it has become too old for people to pay attention to their side. Although Obama and Clinton are competing for the Democratic primary, still, they remain to be icons of justice and equality. Looking at them battle it out for the one of the most important positions in the world is empowering people, especially those who belong to the minority groups. Black people believe in themselves by looking at Obama. Obama has become an image of change and inspiration for them to step up and have a say about the issues in society. Other people see failure if Obama wins the Democrat primary, saying America is not yet ready for a black president. At the same time, the black community wields all the support and inspiration they can get in order to show the world the change it is waiting for. The female population is on the same side, looking at Hillary Clinton vie for the presidential elections. Looking at how Hillary Clinton have become even with her success as first lady, and eventually a senator. On the extreme side of things, the presence of Obama and Clinton eliminates all issues behind race and gender. Their involvement with politics, especially with the presidential race, is not a matter of whether they are black or white, male or female. It is a matter of what they can do if they become the president of the United States. Through this, the person in Obama and Clinton, or McCain for that matter becomes more important than culture, gender, or any other superficial issues that society used to look upon.
